Literally, a scout is a guide. He understands how to live out in the jungle.
He can find his way anywhere, and is able to read meanings from the smallest signs and foot tracks.
He knows how to look after his health when far away from doctors. He is strong and plucky, ready
to face danger, and always keen to help each other. He is accustomed to take his life in his hands,
and to risk it without hesitation if he can help his country by doing so.
Meaningfully, scouting means to choose for one's own a direction, a way for the future.
Hence, a scout is a person who is physically strong, mentally awake and morally straight. A person, who knows to choose himself the way to the future, knows how to achieve his goals with determination, versatility and self-confidence.

II – THE SCOUT MOVEMENT:
- The Scouting Movement is "a voluntary non-political educational movement for young people open to all without distinction of origin, race, or creed”. It is also an independent and non-profit organization that does not belong to any religion, political party, group or individual.
- Scouting complements the school and the family, filling needs not met by either. Scouting develops self-knowledge and the need to explore, to discover, and to want to know. It also develops team spirit, chivalry and independence. Scouts discover the world beyond the classroom, tapping the skills of others to learn and to become well-rounded people.
- Scouting is all about building confidence and self-esteem, learning important life skills and leadership skills, team building, outdoor adventure, education, and fun! Scouts learn how to make good choices and to take responsibility for their actions so that they are prepared for their adult life as independent persons.
III - WHO WE ARE:
The Girl Scout troop 5484 (Phong-Châu) and Boy Scout troop 1845 (Phú-Xuân)
are founded and run according to the Vietnamese Scouting protocols and culture. However, we do adopt
the BSA and GSA ranks and badges.
Thus the troops’ structure and all ceremonies (flag, bridging, oath etc.) are done in the Vietnamese Scouting ways. From the rank of Tenderfoot (Tân-sinh) to Second class, First class our scouts have to meet the requirements of both Vietnamese and Americans scouting. Badges and awards (Bronze, Silver, and Gold awards for girl scouts, Star, Life, Eagle for boy scouts) are done with the GSA and BSA programs.

The Tân-Bình district was planned to be founded in 1954 in north Viet-nam.
Because of the Geneva treaty signed in July 20th 1954 which divided Vietnam into two parts,
the north belonged to the communist, the south was part of the free world; the plan was delayed
as the leaders and office of the Boy Scout moved to the south. The pink background is also the district
color; it is the image of the fresh log represents the next generation. It also reminds the scouts the
8th scout laws: a scout is cheerful at all time. The boat represents the historic event when 1 million
people moved to the south. The Polaris star behind hint we move south.
